Belfast shop owner fined for obstructing council officers

A Belfast shop owner has pleaded guilty to obstructing council officers at Belfast Magistrates Court today (Tuesday 7 January 2025).

The case was taken by Belfast City Council against Mr James Elwood, following a visit by council officers to Titanic Vapour at 264 Shankill Road in November 2023.  

Following complaints and test purchase exercises, Belfast City Council suspected that illicit vapes were being sold on the premises. 

Authorised officers from Belfast City Council visited the premises to ascertain whether the vapes on sale were compliant with the relevant legislation. During their search, suspected illicit vapes were detected but council officers were obstructed by Mr Elwood and unable to complete their investigation.

Mr Elwood was fined £250 and ordered to pay costs of £73.
