Cultural Strategy 2020 - 2030
The Belfast Agenda, our city’s first community plan, sets a vision for 2035 that imagines a culturally vibrant city.
As part of this ambition, we’ve recently launched a draft ten year cultural strategy, A City Imagining. This draft plan was open for consultation until 10 July and we are now processing the feedback before we launch our final strategy and implementation plans in September.
The preparation for this strategy has included thousands of one to one conversations with citizens all across the city. This work recognised our city’s complex cultural challenges and presented an opportunity to recognise the transformative power of culture, art and creativity. We have also built on the commitments and achievements of previous strategies and frameworks, promoting culture led development with the individual citizen at the heart of the process.
Releasing our full creative potential is an exciting work in progress. Belfast is a city imagining.
There are a number of important milestones in the ten years ahead including plans to make 2023 a celebratory year co-created by local people. This will include a year long programme of immersive cultural activity on a scale that Belfast has never seen before that will welcome visitors from around the world. The priorities of our strategy will facilitate the creativity, capacity building and energy that is required in the lead up to this celebration and beyond.

New Cultural Investment Programme
The ‘Cultural Investment Programme’ will be open to arts, heritage, event and festival organisations with specific criteria to be published soon. Applications for the programme will open in October 2019 and close end of November 2019.
Opportunities for one to one advice and guidance for those interested in applying will be available up until the closing date. We will also be hosting four preliminary information and discussion sessions about the Cultural Investment Programme. If you are interested please register your place at one of the venues below.
We understand that multi-annual funding is not the only form of investment required and this scheme will not be the best fit for everyone. For now the overall format of the project funding will remain unchanged with an update to criteria to replace the themes of the previous Cultural Framework with themes of the new Strategy.
This will allow us to assess the impact of our new multi-annual funding programme before progressing with any redesign of project funding.
